The British shipping agents have just informed me that the principal importing guild has today wired to Shanghai to cease shipments for British steamers. The boycott

threat is therefore serious, and a decision regarding

counter measures should be taken without delay.

I have made strong verbal protest to the local authorities, stating that the water pickets will be suppressed as in September last, and hinting that the boycott might involve wider retaliatory action.

I think that the Japanese boycott is coming to an

end with the withdrawal of the Japanese troops, and the boycott organisation is turning its attention to us so as

not to be out of a job.
